Erroned output indication on phones chargers !

hi all
I purshased some old phone chargers with the intention to use their output voltage in my own circuits , but when i tried to test them with my multimeter they do not give the mentioned voltage , for example , a siemens charger written down : output : 5 v
is giving 9.6 v . another which output is supposed to be 5.5 is giving 9 v .
is that normal ?? or whats going wrong ??

get another new charger and measure.
 

i just tried a new nokia charger (output voltage = 3.7 v) and its giving 8.9v on my multimeter . whats going on , please help guys !!
