It never matters with the size of the chip. First of all let me know the number of the "Tiny" device you need to program. Every chip will have its own programmer where you may too have an option of programming "IN circuit" ICSP.
If you are looking for a way to program a 3x3 SMD microcontroller before it is soldered on to a PCB, you could get a socket from Plastronics (or a similar manufacturer) and make yourself a little programming PCB... I usually test new IC's in one of these sockets before I go and solder a bunch down on to evaluation kits. The sockets are a bit pricey, but I've been incredibly happy with them over the years.
