There are so many ways to run a saver bulb with a 12Volt battery then why LED emergency light are used? I didn't see an emergency light with a saver bulb but small fluorescent light are used which is worst than LED light.
LED lamps consume much less power than fluorescent lamps. That is one key factor. If one small white LED glows with full brightness with 20mA current and has a voltage drop of 3.6V, with 50 such LEDs, the power draw will be 50*3.6*(20/1000)W = 3.6W
Small fluorescent tubes are used because you can get them cheaper at low powers. You can get 4W, 6W fluorescent tubes at low cost, but similar CFLs will cost more.
Power consumed by LEDs are by now the least when compared to flurosecent lamps and so to increase the time the battery runs we use LED instead of FL lamps

Almost all emergency lights device until recently use small 4-8W neon lamp. Neon and CCFL/CFL needs inverter (HV) to operate, and there is energy waste. In other hand working life time is not long for that short and small lamps. Often manufacturers say for saver lamps working life time is 6-10 year this is in practice and real life drasticaly lower.
LEDs price drop, and now you can buy very cheap cold/worm white leds 3528/5050 (I get 3528 1st class for 0,06eur/piece) or other for small price. You can put 3 in serie for 12V, rest power will dissipate resistor or some led driver. LEDs dont need inverters, and have longer working life in comparison with CFL/CCFL.
Emergency lights should be reliable in any moment ready for operation at least several hours. There is emergency lights standards for various applications and place of usage. Check EDABoard threads recently was one thread about that.
