emulator development how to?

I was browsing about legacy game console emulator of amiga/atari systems. I was wondering the process by which they emulate the wiring between CPU, memory and peripherals such as keyboard and so on to work in real time. How does address decoding work , when there is no real hardware. I just could not figure out.
