There are two issues if I understand.
One is that filters become mistuned hen relocated in metal enclosures. Above contributors explained why, and how to readjust them once in the final installation.
The other is "buzzing relays". What does this mean? Do you really hear the relays buzzing? Who designed the driving circuits? Any knowledge of how to make reliably working relays?
When filters are used at UHF and higher, filter banks should use switches (relays) with terminations, to keep filters filtering well.
Connecting a RF power amplifier to a filter bank is nothing simple, the amplifier output should be matched over the wide band to keep filter response as designed.
Certain experience is needed, and the hands-on training will gradually show you how to optimize your design.
