It is not complicated ! the only thing that you need is a high voltage delivering circuit . it means a circuit which can increase the voltage . most of the ionizers which are designing for air systems are working with the voltages between 3 KV will 50 KV . but be careful about them , these voltages are so dangerous .
Notice these systems can be cause of creating unwanted O3 gas which can be harmful for people which have some breathing problems .

Can you please give me some link for Electro Static Discharge based air purifier. I saw one type which uses high voltage. Saw circuits which multiply to KV, is this a ESD based ionizer? Am confused. Please provide me some links for ESD based ionizer.

There are many ways to make such high voltages . for instance using a tuned oscillator and a battery and then it will increase the voltage till 100 volts or higher , perhaps , and then a cockcroft- walton circuit .

No it is not generation ! it means you have to convert your voltage to an HVDC !
For my opinion you can easily build that circuit because that is only resistors and capacitors and diodes . that's all .

But can I use EHT instead of diode and capacitors? I presume if voltage is very high ionization will take place rapidly. What you think. Can you suggest in this regard.
