I have a differential signal with dc offset 3.3 V.
The problem is to drive an optical VCSEL transmitter.
What can I do to convert the signal and make it suitable for optical transmision.
Can I use the high voltage wire and GND ignoring the low voltage wire
then pass through a threshold device and then pass it to optical transmitter.
The bitrate is 1.65 Gbps

You can do that, but you'll loose the good characteristis of differential signals.

I would use a differential to single-ended converter whith the correct charasteristic impedance, and would connect the output to the laser diode with a wire shorter than 1,5cm (less than 1/10 of wavelenth).
