Eagle wont let me use vias?

Hi,
I am using Eagle 6.5.0...it wont let me use vias.....ive placed all my components, but it wont let me route using vias...it says "cant put via in layer x" (its a 4 layer board). It just puts a yellow cross there. Do you know whats wrong?

I was fiddling about in the eagle.scr file, but i thought i removed all my edits(?)

Do you know how different the current autodesk Eagle is to the old Eagle 6.5.0?

1) how is your layer setup?
2)Do your rules allow vias in SMD pads?
