I have made many boards in Eagle using the Toner Transfer method. While eventually I would get a good board the trial and error took too much time. I prefer buying presensitized boards, Printing both sides on transperancy paper, Expose, Develop, And etch. I have had 100% success after my learning curve with a couple of exceptions that i need help with.
1. All the traces come out perfect results but the laser printer Grey's all the pads and I have tried longer or shorter exposure times. Neither make a difference. the result is a hatched copper pad that is hard to solder or if the pad is small it is missing entirely vias included too. I have tried >Change>pad etc. still the same.
2. on the same principal, Small IC pads don't develop very well and also hard to solder. Some Dil pads are oblong and turn out well it is the small pads that do not. Again I have tried Change --Pad with no results. I may be able to edit the library part but that may be tedious.
Any suggestions?

If the printer 'grey's out the pads' then you need to get a pure balck and white file or black and white setting.
Until this is achieved it's not worth changing pads etc., as that probably an etching time or etch stiring issue, but you will not know until you have a *** image.

Not sure why but the "***" above was substituted by the forum post for my word "good". LOL

You probably accidentally missed out one letter O and got 'g o d'.

It sound like the printouts haven't been done by selecting 'black' in the print dialogue, as you say.

It is a cannon black and white laser printer from a Mac I checked there are no black and white selections also you can see the pad are greyed in the transparency printout.

That worked I printed on transparency paper and I don't even need to turn up the density on the printer. I Edited the part with the small pads, Etched a test board and the results were flawless. Thank You.
