Dummy Load for PAM8403 Module Output

I have a PAM8403-based amp module. The (speaker) outputs are rated at 3W per channel.
In order to prevent a failure if the unit is powered on w/o the headphones attached I figure I need a dummy load.
Would a 20 ohm resistor between + and - suffice? Or is that too high to satisfy the output requirement?
It seemed safe given that when the headphones are attached the resulting (DC) resistance would be 5.7 ohms which is within the expected range.
Or can I not mix resistance and impedance so easily?
 
It should be stable without any load but if you want to be cautious, yes a 20 Ohm 1W resistor would be fine. For anyone not familiar with the PAM8403 the "+" and "-" here refer to the PWM outputs not the power supply.

Yes, I should have been specific: I am indeed referring to the audio (8 ohm) output(s).
