DTMF telephone without telephone line

how can i make the circuitry so that dtmf telephone doesn't need main telephone line...but telephone set responds to the number dialed...i.e. so that i can trap the frequency from dialed number and used it to control some devices..

I think buts101 wants to know how to apply power to a telephone so its DTMF generator works.
