I am new to electronics kind of things, I want to know when someone is making a communication equipment like something to broadcast packets for wireless/cellular communication the device which is made is any kind of dsp software used to program it , if yes then is there any open source tool or application available for same which a learner like me can see.

I read on wikipedia
Code Composer Studio is an integrated development environment for developing applications for Texas Instruments embedded processors. Texas Instruments embedded processors include DSPs, ARM based devices and other processors such as MSP430

what is an example of application made using this software?
