Will not work. The TC428 is nothing but a level shifter driver. The Vdd on driver needs to be high enough to drive the gate of the Nch MOSFET. For low resistance switching this means the driver's Vdd should be at least 10 to 12 volts ABOVE the maximum panel voltage.
You can use a boot strapping driver like IR2110 with addition of a 15v zener across boot strapping filter cap. The zener is to prevent negative going switcher spikes across damper diode, due to diode turn on delay, from creating a bootstrap voltage greater then breakdown voltage of driver. You should put a high value bleeder resistor across C3 output filter cap to ensure its voltage starts out near zero to charge bootstrap cap for initial startup. After it starts running the damper diode negative coil flush voltage will continue to refresh bootstrap cap voltage.
With a IR2110, you can replace damper diode with a second MOSFET and improve switcher efficiency with a syncronous rectifier configuration. Make sure coil is run in continuous conduction mode to avoid a complicated zero coil current detection for MOSFET rectifier shut off control.
Also, PV panels should have a constant current draw load for maximum power from panel. You need a large cap across input to switcher to smooth out the current pulses of the switcher.
