Draw rectangle in PADs standard

How do you draw a rectangle in PADS standard?
I want to draw it from corner to corner, stating the coordinates of each corner as i go.
Then i want to be able to shift (translate) the whole thing in both y and x axis together...ie translate it to another defined position
How to do this?
