drand48() is not available in gcc og MinGW

drand48() is available in gcc of Cygwin.

However it is not available in gcc of MinGW.

Why is it ?
What limitation does exist in gcc of MinGW for implementing drand48() ?

It is not a limitation of MinGW. MSWin does not provide that object in its library.

Cygwin is a different creature altogether. So no comparison between MinGW and cygwin.
