Does Quartus splits allocation of lpm_rom at own will?

Is it normal that quartus splits allocation of lpm_rom at own will?

Like I have 2 same sized rom modules called lpm_rom0 and lpm_rom1 with associated hex file 2kbytes in size...

After compilation quartus shows that it has assigned 20480bits to lpm_rom0 and 12288bits to lpm_rom1 and not 16384bits each...
