i used to use supercompac (i think thats what it was called) run under unix at work,
it was great for transmission line synthesis.
Does anyone know if a windows version existed.
As calculator you might use LineCalc from Agilent (included in ADS), for a first rough idea, then optimize your project with an EM simulator ( i. e. Momentum ).
