Do these numbers tell what the input/output is?

Raza, so we agree that 120v wouldnt harm the winding being either 110 OR 220 Scott could simply connect it to 120 and measure the output, right.
Although those 3.5 ohms means it will draw some current. He should use a switch and an inline fuse for protection, maybe 20 Amps?
If the fuse doesnt blow and the transformer doesnt hum or vibrate without any load, it should be OK. Or monitor a while to check that it doesnt overheat.
 

Yes, It will not be hot or heated without load. I will still recommend to put a 200 watts bulb in series to avoid any mishap. 3.5 ohm is DC resistance, the Inductive reactance is still not known.
Please be 100 % careful while playing with line voltage as the life most precious.

scott you can check as recommended by alah and measure the voltage on lower winding side and please come back with result.
