It's not a good design, the displays have a 1/32 duty cycle and would be very very dim. Also the 74HC154 is used as the column driver @ 50ma so each LED can be driven with 6.25ma max. Effective current is less than .2ma per LED.

LED displays can be overdriven to 30ma - 40ma per LED depending on duty cycle used.

I'll be designing a 7x20 display this summer. Lots of driving transistors and a 1/7 duty cycle so nice and bright.

Depending on how bright the HE RED matrix is it will be 10ma per LED (200ma is the max the PIC is rated to drive in total) effective 1.42ma per LED @ 1/7.
Or with driving transistors on both row & column 40ma per LED effective 5.7ma per LED which is the max they can be driven.

PS LEDs appear brightest at 40 hz per LED, just above flicker for the human eye. So refresh will be 40x7 (280hz)

2- 4094(serial to parallel output)
3- uln2803(buffer to the colomns)
4- cd4514(decoder for rows)
5- 5*7 led matrix(80 colomns)

plz help me out for writing the code

Is there research somewhere I can read on brightness vs. refresh rate?
