Display architectures for LED panel

I've gotta design my own LED display panel. So, i am looking for various display architectures for the same. I am tight on budget. One way to do it is to get some sorta panel and make your matrix by fitting in LEDs at proper places. Anyone who has any other idea about display architectures please chip in and share your thoughts. I'll really appreciate any help.

Not that big...actually end product is a configurable scoreboard for different sports at college level. To be more specific say (24'' * 18" ) not very sure but this is an approximated estimation.

PS: I really like and believe in the quote "Knowledge grows when shared".
