I need to design a charger for a 7 cell battery back.
The output voltage must be constant at around 30 V and the charger current during the constant current charging phase must be 10 A.

Using switching regulators a constant output voltage of 30 V seems feasible but I can't seem to find anything that drives 10 A.

Once the output voltage has charged till about 29.3 V the and the current has decayed till about 0.1 A (I don't know how to take this into account), the charging should stop.

Look at the Linear Tech LTC4000 controller in combination with the LT3845 regulator. You'll also need external FETs to handle this much power.
