Design for maximum gain on a conditionally stable amplifier

I'm working on a problem which involves for designing matching sections for a amplifier at 5GHz with certain S-params. The problem specifies that I need to design for maximum gain, I've reached this far:
1) Determined the amplifier isn't unconditionally stable.
2) Plotted stability circles.
3) Calculated unilateral figure of merit and determined that I can't assume it is unilateral.

Now in Ch 11 of Pozar, there are lots of design techniques/formulas to determine the reflection coefficients for max gain if it is either unilateral or unconditionally stable. Since this problem is bilateral and conditionally stable, how do you proceed to design for maximum gain? Pozar doesn't cover this case. Anyone have any text or paper recommendations that would explain this or suggestions on how to proceed?

MSG=Maximum Stable Gain is defined in textbooks with s-parameters.Apply them and see how much gain you obtain this transistor.
