delphi virtual instrument over internet:help

I'm working over delphi a virtual instrument for Scope&D/Acquisition, I want to command it, an receive its signals, over internet. Real time is not required, the application allows big delays . The analog signals are stored in 256B or 512B frames.
I need to transmit the signals and some bytes for tele-command the VI. One way can be a shared archive that contains the signal and commands


What is the easiest method for do it? , where I can find a VCL for this task, what should I learn?

do you want a vcl for transferring over internet??
 

yes, I need to transfer signals over internet and I require an easy method for do it. The other condition is that the two teminals the host an remote controller are connected to internet by a ISP with dynamic IP(may be a modem connection)
