Dell desktop PSU troubleshooting

Hi,

I'm working on another Dell 240W desktop PSU.

I'm using the lamp limiter, first test, the lamp was flickering, then the lamp lighted steady, then I heard something popping, of course it's a component got fried.

And did another test today and the lamp didn't light. I shorted the green wire to the ground to boot up the PSU and anyway it's not working.
So, I unscrew the PCB and checked the back of the PCB and found this:





It's this little guy:



Also the two marked MOSFETs, measured short with the left and right pins. So I guess the source is shorted, could they be broken ?
Then other opposite MOSFETs measured OK, just the 3rd pin which could be connected to the ground I guess.
