Definition of cell Id (UMTS) easy or not?

Hi,
We have
RNC support up to 999 nodeB.
we have cellid i.e.
1. AXXXB
2. BXXXA
A-number of sector
B-number of carrier
XXX-number of nodeB within 1 RNC

So if we will use
"0" for A to assign 1st number of sector
and for B to assign 1st number of carrier
Do we have any problem with planning?
