I am designing a FPGA board using SPARTAN-6 with a DDR3 connected to it.
What I found is some FPGA boards with DDR3 has 49.9Ohm termination resistors on address busses (page 9 of SP605). However some other boards doesn't have these termination resistors (such as ZYBO Z7 board page 12).
Which one I should follow in my design?
I want to use only one DDR.

Address lines have no on-die termination on RAM side, unterminated operation is only suitable for short traces.
1- Can I use termination resistors for short traces?
2- The ZYBO Z7 board implemented 2 DDR3 memories without termination resistors. Is there any way I can figure out if my board needed termination resistor or not?
3- Can I use termination resistors for my board but not populate them on the board?

1) Yes.
2) You can do a signal integrity analysis with a tool like Hyperlynx to determine the necessity of a terminator.
3) Depends on the results of 2.
