DCT computation of DC coefficients

In the dct computation ,whether any chance to get DC coefficient a low value than any of the AC coefficient?

While i computing DCT for a block ,the First AC coefficient got value higher than of the DC coefficient(but all other AC coefficient have low values and lower AC coefficients have almost zero)?But i read some documents says that DC is the average of the all the values,and it will be the biggest one.Here some of the values in my blocks are negative.
