How does a DC line voltage compensate Circuit work? and what it is used for?

The transistor that has a rectangular waveform on the base terminal , the rectangular waveform controls the conduction time and duty cycle of the transistor
 

Sounds like a switched mode converter (buck or boost), additional information about the "circuit" should be given in your post.
 

The schematics are controlled at my job, So I'm going to have to hand draw them and upload them next week
