DC/DC coverter initial status?

Hi, I have a simple question of today's DC/DC converter intial status.

Is it initially (no DC power-in) output voltage 0V and output impedance (DC) 0Ohm, and after the DC power in, the output voltage ramps up to the setting (for example 5V) and output impedance ramps to open?

Or is it initially output voltage 0V and output impedance open?

In the SPICE simulation, how can I setup the voltage source to model the DC/DC converter? A simple ramp/step function is acceptable or not? Or do I need to assign a source impedance to it?
