current transformer phase shift

I designed a current transformer and now i got a new requirement for phase shift ( should be under 1 degree ) . with my current design I'm getting 60 degree phase shift. I'm actually don't know how to improve this since I couldn't find any parameter in the design that affect on the phase

can you refer me to this information ?

I doubt you can build a current transformer with 60 degree phase shift.
How did you measure it?

You can achieve 60° if you make the magnetizing inductance incredibly small or omit the burden resistor. But why would you?
