Current limiting in 723 based power supply

Hi, I face current limiting problem in 723 based power supply (3-30V, 0-2A). I got this:

device and try to replace R5 (normaly 0.15Ohm, 5W) with standard 1k potentiometer. Unfortunatelly my pot is burning - I counted that it should be about 30W - I got 0.25W...
If I place my potentiometer between 723's 2 pin and TR2's Emiter pin it does not work.
Is there any possibility to successfully limit current in this device having 0.25W potentiometer?

Leave current sensing resistor and connect a potentiometer in parallel with it, here is an example of similar circuit ..
