Current is not flowing in good amount in Dc switch but Dc switch on and off works

I have 30w Solar panel and control box which contains a board and battery, last 2 days battery was not charging so I check voltage of solar panel it was avg 16.85 volts, but when I open control box and check how much current battery is receiving I found that battery is receiving 0.80 to 1.50 volts .

Then I tried find the reasons:

I checked voltage in board which were same as panel was giving 16.8 volts, from board one wire goes for battery red wire, and black wire first go to fuse ( I checked the fuse , it was fine) then go to dc switch and then for battery black wire

at dc switch again voltages are 0.80 to 1.50 volts, I am supposing that the dc switch have problem and need to replace but when think about it quickly come into my mind if dc switch is not good then how it is works with on and off good means it on and off good

Can anyone help me,

Sounds like your switch has failed. Not quite sure what you mean when you say "it is works with on and off good". Either it works or doesnt'.

I don't understand you at all. Is the red wire +16.85 volts? You are switching the negative side of the battery? If so, you wouldn't see 16.85 volts on the switch. How are you measuring your voltage, what are you connecting your meter's negative lead to? A sketch might help me to understand. It sounds to me like your having problems with how you are measuring voltages.
 

I checked the voltage many and I got same reading , I can get my answer, if you answer this, if dc switch is faulty then it would be do on and off good?

here my point switch is doing on and off good , If I "on" it than current goes to battery wires but If I off the switch then the current doest not go into battery wires

So on and off function working but before connecting dc switch current is 16.8 volts but after passing through switch it remain 0.80 to 1.50.

When you turn the switch on, the voltage from the cell drops from 16.8 to 1.5? Then you've got a shorted battery. Is the battery connected to a load? Maybe your load is too heavy?
 

yes battery is connected to load but I checked without load, I am now charging battery with external charger and it is charging fine, I run 12V 3.85 amp dc fan on battery
