Cumulative antenna rule

Hi all,

Generally, metal antenna rule is not cumulative.
However, I found cumulative antenna rule in some finfet processes. Why?

For example, M4 antenna ratio, M1~M4 metals at the same net are taken account.

Any comment is much appreciated.
