crossovers in stripline construction

How "physically" is crossovers manufactured in stripline construction? Vias up (or down) a few layers? I'm dreaming of a broadside stripline coupler.

Fabrication will be done individual layers first then then will stack one above the other based on your stackup order and finally drilling..
 

well you can add a new layer, and jump over at right angles. Expect some coupling.

I have seen a stripline surface mount jumper for microstrip that is shielded. Forget what company makes it. Maybe you do that in reverse? Bring one line up thru the top ground plane of the stripline, run a little ways in microstrip, then bring the signal back down to the stripline after you have cleared the other trace. At lower frequencies you could do that in semi ridged coax too.
