Cross border mobile network interference and jamming

A mobile network near an International border has capability for
-Interference on the other side..
-Also the SIM of one side can be used on other side of the border...

Is there any regulations existing?.
Or any solution for making the frequency unusable on the other side...like using Jammers etc...

Please provide relevant papers or information

generally jammers for present to prevent this from happening... generally even tv channel frequencies are jammed... also i think most borders are unmanned enough to be without GSM towers....

the GSM tower or BTS need not be on borders yet if the geography is plane then signal can raech, and successfully, several kilometers.

i agree on that but the cell size of the tower can be restricted to cater effectively to a smaller area... because if the tower is gonna transmit over unmanned zones it effectively means wastage of power....
