creating a Delay timer

hie guys, i have a problem in making a timer.
Input is a 2.2Volts ,10hz signal(square/sine wave). and initially the first pulse must be delayed by a variable 1-3ms delay. Can anyone suggest me any circuits who have allready used it for giving a delay. I would prefer using IC's rather than a Micro-controller.
Dint find exact application of 555 as a timer also.

I think the simplest way is a double 555 (556?) to use.

the first one as 1-3msec monostabil, triggered/started with the 10Hz signal, what starts the output astable 555 (what is these frequency pls from it) or amI falsh understand the spec "...initially the first pulse must be delayed by a variable 1-3ms delay..." ?

Hi, i think this can be done using NE555 one shot pulse, the output come on when the power is on by a giving RC timming.the output at pin 3 can be change to low by using an inverter(not gate).
