could not obtain mixed-signal license 32140?

I am trying to make a cosimulation with analog ckt and digital verilog control ckt. I start it with trying to use cadence's example in PLL. But I get error message saying "you could not obtain mixed-signal license 32140" while actually I can check out the 32140 license manually.

I run the example and the "DC analysis" can pass. But transient analysis will pop up that 32140 license problem. What is wrong with it?
