Converter DC/DC - Am i using this circuit correctly?

Converter DC/DC - HELP

I am looking for a voltage booster circuit that will give me a constant Vout of +12V and -12V when Vin ranges from 10.8v to 13.8v. I thought I found what i wanted from farnell. The technical specs of this module can be found in the PDF of the URL. What I got is a dual model.

But ... when i apply a voltage of about +12v (from 8xType D battery) to pin 1 (+Vin) and a -12V (inverted from charge pump) to pin 23, Pin 13 is set to ground. I do not get the desired voltage from pin 11 and 15.

Can anybody tell me why? Am i using this circuit correctly?
