converison of big matrix to small blocking matrices

please could any one help me
i want to make some operation on a big matrix(16200,9000)

and reflow it to reach a big matrix with small block matrix inside it like that

Possibly you can try to decompose your matrix into the Jordan form. I've seen it during my studies at the University 30 years ago, so I don't remeber exactly the method (actually I don't remember anything but the name), however I think you can find many details googling "jordan form" or "jordan matrix".
