Controlling RS232 voltage through software

Hey there!

I am working on a project in which there is a requirement serial port interfacing. I am getting around 11volts on the port. I need to know if i can decrease the voltage on the RS232 port to 3 or 4 volts through software or any winidows command as I've seen some software which are fairly decreasing the volts on the port.

Kindly help me to get the best solution.

The voltage on RS232 varies in quite wide bounderies. See receiver data sheet.
Why do you need decrese the voltage to 3 or 4 volts? That is too small voltage.
