context of the term memory

rom is a combinational circuit and it can store bits it is said to have memory...
and a flip flop being a sequential circuit also has memory...
but we say a combinational circuit cant have memory...
what is the difference between the usage of word "memory" in case of flip flop and rom??
 

I'm not aware we do say combinatorial logic can't have memory so there's not a problem. Who says it can't?
 

in plain speaking only combinational circuits have no memory but rom though it is a combinational circuit has vaults of memory to store data

flip flops just remembers the last input assigned to it here memory plainly stand for the recalling ability of the flip flop
