Confused with UCC27325

I am using this circuit to make a truth table for UCC27425.

I am simply connecting the floating ends pf the 680 ohm resistors to Vcc and GND in the different combinations.

Here is the truth table I get based on the output on the LEDs:

Something is wrong with my understanding of how this IC is supposed to work because my truth table is at odds with the one in the data sheet.

There are no circumstances in which I can turn on OUTB, which is supposed to be the non-inverting output.

A little help with this IC would be appreciated.
