Configuring Tomcat Apache 5.0 web server to run perl scripts

Hi
Please help me out.I am trying to run perl scripts on tomcat server in windows.
I have made the necessary changes in my web.xml and I have renamed the concerned Jar files too.
When I am trying to run them from my web browser I am getting this:

the URI that I entered in the web browser
https://localhost:8080/WEB-INF/cgi/example.cgi

error message

HTTP Status 404 - /WEB-INF/cgi/example.cgi

type Status report

message /WEB-INF/cgi/example.cgi

description The requested resource (/WEB-INF/cgi/example.cgi) is not available.
Apache Tomcat/5.0.19
