Computation of clock pin power

While performing power consumption analysis with RedHawk/RHSC, we see the total power categorized into four sections in the power summary report:
1. Leakage power {From lib}
2. Internal power {From lib}
3. Switching power {Using Psw, TR}
4. Clock pin power.

How is clock pin power computed?

I was performing an experiment to study how toggle rate is affecting the total static power and Average IR drop?
Exp-1: Row-3
Exp-2: Row-4

Why is the clock pin power same with both exp-1 and 2?
Does static power calculation has anything to do with clock pin power?
