component on ground pour

Can the underside of a component (through hole component) be against a ground pour?
 

Generally yes, restrictions should be noted in the footprint drawing.
 

So the placement on the picture would be ok? Components are on the top (red) side. The components indicated with arrows are through hole type and their legs don't have a wider upper part (so nothing holds the component higher, it touches the copper pour).

Depends on what touches the copper pour. Review the footprint drawings in the datasheets. Or just inspect the parts yourself, if you have it.

I presume there's no high voltage involved, otherwise you'll want more copper-to-copper spacing.

And you'll usually define thermal relief for through-plates pads in a copper pour or plane.
