I want to use one of the inputs as the reference voltage and the other as Vin in a conventional comparator structure. Can it be used as an integrator if the reference voltage is higher than the Vin voltage?

As long as the reference voltage is higher than Vin, will the same result be obtained regardless of the reference voltage?

Your output goes to a supply rail. Quickness (slew rate) of transition depends on gain.

When input volt levels are nearly identical, then output is in a middle area, again depending on gain.

The output Voltage range will be poor and the drive strength as well, so these may compromise behavior. An ideal op amp has ideal(ish) output as well as input attributes.
