It can still also be done with TLS ClientHello structures, which hold a unix timestamp (unfortunately no microseconds), but over a wide range of packets it's possible to compensate for the lack of resolution and get a meaningful fingerprint.
IIRC TOR attempts to patch the OpenSSL library so it explicitly doesn't do that (presumably for this reason).
