Circuits design help - three circuits, need explanation

Circuits design help

Hey Guys

I am planning to design three circuits and not sure how I will do it. The idea is to get a packet probably 8bit fed to a PIC16F628.

1. A circuit that can generate a packet
2. Circuit to convert this packet to 1 and 0s (digital)
3. Gets fed to Shift register

Probably after shift register I can design the interface to the microcontroller. Any ideas? Thanks
