given transfer function is TF=(s-a)/(s-b) what / how it will be built ..either by means of RL or RC or RLC.... what is the correct choice....

If you want only a 1st order zero-pole circuit there are mainly two ways to realize it: passive filter or active filter.
With the passive in the figure you can obtain the tf (R2/R1+R2)(1+sR1C1)/[1+s(C1+C2)(R1//R2)].
The active version is obtained simply by connecting the R1,C1 shunt among the input signal and the inverting terminal of an opamp.The noninverting pin is grounded and the R2,C2 shunt is connected in feedback among the inverting pin and the opamp output.With this configuration you can also have a dc and HF gain.
