Hello,
Thermal grease is extremely expensive for interfacing components to heatsinks.
Its not much cheaper in bulk buying, and if a big tub is bought, then somehow someone has to get it into a small applicator syringe...not the easiest and cleanest of jobs.

This 5lb can of thermal grease is $125 and is the cheapest I can find..

252G thermalcote thermal grease ($125 for 1 can of 5lb weight):

I dread to think how quickly our production staff would go through a can of this.

Is it possible we can use an alternative, eg 3-in-1 oil?

3 in 1 oil (£1.67 for100ml)

Maybe polyfilla works (at least better than air)?

maybe the water content will not drip out?

Polyfilla will not work, don't even try it. Three-in-one will work until it dries out ~3 months. If you are certain that the thermalcote thermal grease is good for the life of the equipment (I don't see any JAN number or NATO codes ), then decant a little of it into a saucer and get you operatives to use a small brush to apply it. I doubt if the expense of this will be a major factor in ensuring your companies success. PC manufacturers use the thermal rubber washers.
